In seeking to update the treaty, governments in the three countries have candidly sought to thwart the will of the people. Their stated intention was to finish the job before Mexico’s presidential election in July. The leading candidate, Andrés Lopez Obrador, has expressed hostility to Nafta, so it had to be done before the people cast their vote. They might wonder why so many have lost faith in democracy.
Nafta provides a perfect illustration of why all trade treaties should contain a sunset clause. Provisions that made sense to the negotiators in the early 1990s make no sense to anyone today, except fossil fuel companies and greedy lawyers. The most obvious example is the way its rules for investor-state dispute settlement have been interpreted. These clauses (chapter 11 of the treaty) were supposed to prevent states from unfairly expropriating the assets of foreign companies. But they have spawned a new industry, in which aggressive lawyers discover ever more lucrative means of overriding democracy.

Too often when we discuss hateful portrayals of migrants or Muslims or other minorities, we focus on the far right, or on groups such as Pegida, or on countries such as Hungary and politicians such as Viktor Orbán. It is certainly important that we call out such organisations and politicians and eviscerate their arguments.
But we need also to recognise that the truth about dehumanisation is far more uncomfortable and far closer to home. The ideas and policies promoted by the far right and by populist anti-immigration figures have not come out of nowhere. They have become acceptable because the groundwork has already been laid, and continues to be maintained, by mainstream politicians and commentators.

The ministry of health has released a statement saying that 43 people have been killed and 1960 others have been wounded so far. Of the 43 killed, the ministry of health said at least six were below the age of 18, including one female. And, of the 1960 wounded, at least 200 were below the age of 18, 78 were women and 11 were journalists. Some 918 people were shot at with live ammunition, while many others were injured from tear gas inhalation and rubber-coated steel bullets. At least 39 are in critical condition, meaning that the death toll is expected to rise.

Using post-electoral surveys from France, Britain and the US, this paper documents a striking long-run evolution in the structure of political cleavages. In the 1950s-1960s, the vote for left-wing (socialist-labour-democratic) parties was associated with lower education and lower income voters. It has gradually become associated with higher education voters, giving rise to a “multiple-elite” party systemin the 2000s-2010s: high-education elites now vote for the “left”, while high-income/high-wealth elites still vote for the “right” (though less and less so). I argue that this can contribute to explain rising inequality and the lack of democratic response to it, as well as the rise of “populism”. I also discuss the origins of this evolution (rise of globalization/migration cleavage, and/or educational expansion per se) as well as future prospects: “multiple-elite” stabilization; complete realignment of the party system along a “globalists” (high-education, high-income) vs “nativists” (low-education, low-income) cleavage; return to class-based redistributive conflict (either from an internationalist or nativist perspective).
