Mamdani proposes to fund the expansion of childcare by raising a 2 percent addition to income tax on 90,000 or so New Yorkers fortunate enough to declare more than $1 million in taxable income and by raising corporate tax rate from 7.5 to 11.5 percent, in line with neighboring New Jersey.
