On January 18, 1891—124 years ago today—James Stephen Hogg was inaugurated as the state’s governor, the first native Texan to be elected to the office. He was born in 1851 in Cherokee County and died in 1906 in Houston at the age of 54. He served two 2-year terms as governor, leaving office in 1895. In Sutton County, Texas, goats outnumber people 14-to-1. In Edwards County, also in Texas, the ratio is 22-to-1. Architecture for Humanity, the National Design Award-winning charitable organization dedicated to “building a more sustainable future through the power of design,” is no more. The news comes just several weeks after a more celebratory announcement that AfH had finished its work in Haiti, a country where the nonprofit has completed more than 50 individual rebuilding/revitalization projects including the construction of 13 beautiful new schools. Architecture for Humanity quickly mobilized and opened an office in the Haitian capital of Port-au-Prince during the aftermath of the 7.0 magnitude tremor that devastated the island nation in March 2010. As reported by John King for the San Francisco Chronicle, all of Architecture for Humanity’s staff was let go on Jan. 1. The nonprofit’s San Francisco headquarters have also reportedly been shuttered. Architecture for Humanity’s closure comes just a little over a year after the departure of its fearless co-founders, TED Prize-winning British architect Cameron Sinclair and former television journalist Kate Stohr. The heralded duo founded the organization in 1999 in response to the bloody conflicts in Kosovo that left many refugees homeless. A federal judge on Wednesday overturned Labor Department regulations requiring overtime and minimum wage protection for 2 million home health care workers. U.S. District Judge Richard Leon had scrapped part of the rules in December, and Wednesday he completed the process. In his decision, Leon said that the Labor Department's concerns about wages for home care providers are understandable, but that Congress is the appropriate forum in which to debate a complex issue affecting so many families. President Barack Obama announced the rules in 2011, avoiding a trip through a hostile Congress that would have been required had the administration chosen the legislative path. Obama presented the rules with fanfare as part of a campaign to boost the economy through executive branch action. The law Congress wrote in 1974 exempted home health care workers from wage and overtime requirements, Leon wrote, and nothing has happened to change that. &quot;Here, yet again, the department is trying to do through regulation what must be done through legislation,&quot; he said, adding that the exemption was meant to ensure affordability for the maximum number of families. Wednesday's ruling scrapped a provision in the Labor Department's rules that had broadened the number of workers eligible for minimum wage and overtime. In response to the judge's ruling, the Labor Department said in a statement that it was considering all of its legal options. The rule was &quot;legally sound and the right policy,&quot; the department said, &quot;both for those employees, whose demanding work merits these fundamental wage guarantees, and for recipients of services, who deserve a stable and professional workforce allowing them to remain in their homes and communities.&quot; Jodi M. Sturgeon, president of PHI, a group advocating for home care workers, said &quot;we are deeply disturbed by Judge Leon's decision. After three full years, the regulatory process has run its course, and America's 2 million home care workers should not have to wait any longer for fair pay.&quot; Labor unions and worker advocates had sought the new rules for years, arguing that home care workers deserve higher wages. Emily puts in long days, often working 16 hours in one day. But she doesn’t get a dime of overtime pay; her employer pays her the same daily rate as if she worked 12 hours no matter how many she actually did. That’s because she’s a home care worker, and under a current loophole called the “companionship exemption,” she and her coworkers aren’t required to be paid overtime or minimum wage. That was supposed to change this year after the Department of Labor (DOL) issued a rule change that would have closed the loophole. But late on Wednesday evening, U.S. District Judge Richard Leon issued a decision vacating that change. In his decision, he ruled that the DOL doesn’t have the authority to redefine the companionship exemption that has excluded this workforce despite the fact that they perform tasks beyond keeping clients company. Update: Yesterday was Melinda's monthly meeting with her Case Manager. She's one of the best and works for Easter Seals, not the state. Anyway, before the end of last year, DADS (Department of Aging and Disability Services sent a notice about the new labor rules saying that the pay increase and overtime would start with 2015 and all client budgets would have to be re-approved for the increase. Texas is a party to the lawsuit challenging the increase, so they haven't paid the increase AND the news is, if they are forced to comply, they intend to cut wages across the board since the legislature won't increase funding. Note that DADS hasn't sent any notification to all the affected workers. - GuitarBuster - - (Edit | Remove)

A group of Frisco Independent School District parents is calling on the district to change the name of one of its new high schools. According to the district, the Lebanon name was chosen by its naming committee to honor the district’s heritage. “Lebanon” references a community of farmers that settled near the old Shawnee Trail about 50 years before the city of Frisco was established. - GuitarBuster - - (Edit | Remove)
However, parent Liffey Skender is questioning if that reference still resonates today. “There are a lot of people out there that are not happy with this name,” she said. Skender spoke at a December FISD meeting of the board of trustees to voice her concerns. Since then, she says she’s received about 100 emails and two dozen phone calls from other people supporting her position. “For a high school name, it doesn’t fit this community,” said Robert Mays, another concerned FISD parent. A group of eight parents, including Mays and Skender, met with NBC 5 on Friday. They’re hoping the district will put the name to a vote. They say they were originally told the school would be called “Freedom High School” and are disappointed in what they describe as a less patriotic choice.
