Weirdly, my monitor was set in the OS to refresh at 59 Hz instead of 60 Hz, which might be why any kind of Windows User Access Control / Secure Desktop thing would take multiple seconds as the monitor switched modes. Setting the normal refresh rate to 60 Hz seems to have fixed the UAC thing.
